January 25, 2019, the first oil of Ca Tam Oil Field in Block 09-3/12 was produced from CTC1-WHP platform at the rate of 1,630 metric tons per day. The project is jointly developed by Vietsovpetro, PetroVietnam Exploration Production Corp (PVEP) and Bitexco Group.

As the most crucial component of the Ca Tam field development in Block 09-2/13, the construction of the CTC1-WHP platform was initiated in March 2018. The platform design and engineering was provided by Vietsovpetro's Research and Engineering Institute and certified by Vietnam Register and Lloyd's Register. Vietsovpetro's Offshore Construction Division and contractors including LILAMA 18, ALPHA ECC and PVC-MS were responsible for the construction and installation.

Vietsovpetro is designated as the Operator of Block 09-3/12 under the Production Sharing Contract dated September 12, 2012 between Vietnam Oil & Gas Group and a consortium constituted of Vietsovpetro (55%), PVEP (30%) and Bitexco (15%). The Block covers an area of nearly 6,000 square kilometers with the water depth ranging from 15 to 60 meters in Cuu Long basin. Block 09-3/12 is  part of the contract area surrendered by VRJ in 2009 and is located 160 kilometers to the Southeast of Vung Tau, adjacent to (15-20 km) the producing fields of Rong, Gau Trang and Bach Ho operated by Vietsovpetro. CTC1-WHP is hooked up to the existing facilities in Vietsovpetro's Block 09-1, offering significant benefits to the Block 09-3/12 partners. According to forecast, Ca Tam Field will offer commercial production until the end of 2032, thereby offering substantial revenues to the state budget and Vietsovpetro, PVEP and Bitexco.

The fact that the schedule to put the CTC1-WHP platform into operation was well met represents significant efforts by Vietsovpetro, PVEP and Bitexco given the current unfavorable weather conditions and financial constraints. This also serves as an enabling factor for Vietsovpetro to secure steady production in 2019 and further promote its exploration activities in other blocks in the future./.
